Controversial Anti-LGBTQ+ Bill Returns to Parliament for First Reading

Once blocked under Akufo-Addo’s government, the revived bill is poised to spark new debates on human rights and national values

Speaker of Parliament Rt. Hon. Alban Sumana Kingsford Bagbin has confirmed that the divisive Human Sexual Rights and Family Values Bill—commonly known as the anti-LGBTQ+ bill—is scheduled for its first reading in the second session of the Ninth Parliament.

The legislation seeks to outlaw LGBTQ+ activities in Ghana, including their advocacy, promotion, and financial support.

Bagbin made the announcement during his opening address to mark the start of the parliamentary session, highlighting that three private members’ bills, including the anti-LGBTQ+ bill, have fulfilled all procedural requirements and will be formally introduced for debate.

Originally passed by the previous Eighth Parliament, the bill stalled after it failed to secure presidential assent under former President Nana Akufo-Addo. Its return to the legislative agenda is expected to reignite heated national and global conversations surrounding human rights, constitutional liberties, and Ghana’s traditional values.

As Parliament prepares to revisit the bill, it continues to stir strong reactions, reflecting its status as one of Ghana’s most hotly contested legal proposals in recent times.
