EU Mission Hails Ghana’s 2024 Elections as Transparent, Peaceful, and a Model for Africa

The European Union (EU) Election Expert Mission has praised Ghana for the peaceful, transparent, and credible conduct of its 2024 Presidential and Parliamentary elections, describing the electoral process as “positive” in their final report.

During a ceremony in Accra on Tuesday evening, EU Ambassador to Ghana, Irchad Ramiandrasoa Razaaly, formally presented the mission’s findings to Jean Mensa, Chairperson of the Electoral Commission (EC).

“The presidential and parliamentary elections were competitive, well-conducted, and characterised by a generally peaceful and inclusive campaign,” said Ambassador Razaaly. “The elections met most regional and international obligations, with civil and political rights such as freedoms of expression, association, movement, and the right to vote fully upheld.”

He commended the Electoral Commission, the Ghanaian government, and citizens for their collective role in safeguarding Ghana’s democratic integrity, despite minor operational setbacks.

Ambassador Razaaly also noted Ghana’s continued leadership in democratic governance across Africa:

“Ghana’s elections have served as an inspiration across the continent. Your democratic maturity—evidenced by open dissent and vibrant public debate—sets a powerful example.”

Reflecting on interactions with citizens in areas such as Makola Market, Korle-Bu, and Chorkor, he emphasized that while people expressed frustration on some issues, their commitment to democracy was evident.

Areas for Improvement

While celebrating Ghana’s progress since the 2020 elections—such as the enhanced role of the National Commission for Civic Education (NCCE) and the removal of barriers to women’s political participation—the EU report also outlined areas needing attention:

  • Strengthening identity verification for new voters

  • Reviewing the guarantor system

  • Regulating campaign financing and limiting the misuse of public funds

  • Combating misinformation and disinformation

  • Enhancing ballot reconciliation and ensuring timely, accurate collation of results

EC Chair Responds

In her remarks, Jean Mensa welcomed the EU’s findings and pledged the Electoral Commission’s commitment to implementing the recommendations.

“We view this report as a fair reflection of the 2024 elections and will use the insights to continue improving our processes,” she said.

She underscored the importance of civic education, stakeholder collaboration, and reforms in campaign finance, adding that the EC looks forward to deepening its partnership with the EU in future electoral cycles.

The EU’s report further solidifies Ghana’s image as a democratic stronghold in the region, reinforcing confidence in its electoral institutions and the broader political system.
