Top NSA Officials Interdicted Over Massive Fraud in Birim North

Two senior NSA officers confess to orchestrating illegal payments to dozens of ineligible service personnel in a multi-year scheme

Two senior officers of the National Service Authority (NSA) have been interdicted following the uncovering of a large-scale payroll fraud operation in the Birim North District, Eastern Region.

The District Manager and the MIS Manager confessed to engineering a sophisticated scheme that channeled unauthorized payments to unqualified individuals.

In a strongly-worded statement, NSA Director-General Felix Gyamfi condemned the act as a “betrayal of public trust” and a “deliberate assault on institutional integrity.”

The investigation revealed that the duo manipulated records to illegally process monthly allowances for 78 individuals—29 in the current 2024/2025 service year and 49 in the 2023/2024 cycle. Many of these beneficiaries were either already gainfully employed or on study leave, rendering them ineligible for national service payments.

“These were not clerical errors. They were calculated acts of fraud,” the NSA stated, noting that both officers admitted guilt when confronted with irrefutable evidence.

But this scandal is just the tip of the iceberg.

According to the NSA, a disturbing national trend has emerged, involving teachers, nurses, midwives, customs officers, and other public sector employees fraudulently registering as National Service personnel to illegally collect double salaries.

“This is not just misconduct—it’s criminal,” the NSA warned, invoking Section 12 of the Public Services Commission Act, 1994 (Act 482). “This is unlawful enrichment and misappropriation of public funds. We will enforce the law without fear or favor.”

To counter this growing menace, the NSA is implementing stricter verification protocols, cross-referencing data with the Controller and Accountant-General’s Department to weed out fake enrollees and duplicate payments.

All implicated individuals have until May 23, 2025, to report voluntarily to their regional NSA offices to regularize their status—or face severe consequences.

“This is your final warning,” the NSA declared. “We are watching. The era of impunity is over.”
